Why are less wrestlers given submission finishers?

Maybe it has something to do with the Benoit incident, probably the WWE is still not ready for a submission finisher yet. I think that is why CM Punk doesn't use the Anaconda Vice anymore because it resembles a choke (a reference to the Benoit incident).
